وَأَنَّهُۥ هُوَ أَضۡحَكَ وَأَبۡكَىٰ ٤٣
And that it is He who makes [one] laugh and weep

And that He makes whoever He wills happy and makes him laugh, and makes whoever He wills sad and makes him cry.
